Update the iOS
Apple always takes care of its users and continuously brings updates for apps, and if you are facing a Note app crashing problem, it might be possible that you haven’t downloaded the latest iOS. Presently, the latest iPhone series is working on iOS 15.2.1, and if you have not updated yet, it’s the right time to do that.
For doing so, Go to Settings > General option > Software Update. If there is any update available for download, click on “Download and Install”.
Check if the Notes app problem persists or has been resolved. If the Notes app is still crashing, then look for other options.
Check App Restrictions
It might be possible that you haven’t given permission to use the Notes app that has created the Notes app crashing problem. To do so, Go to Settings > Screen Time > Content and Privacy restriction > finally, turn off the toggle.

Try resetting your device
